This conference brought stakeholders and policymakers together to examine the development and implementation of the Lifelong Loan Entitlement.


It followed the Government’s consultation response and came as the Lifelong Learning (Higher Education Fee Limits) Bill was progressing through Parliament.


The conference was an opportunity to explore the measures and decisions set out in the consultation outcome, and to consider the development of frameworks and regulation to support the implementation and uptake of the entitlement.


Sessions explored the impact of flexible learning on careers information, advice and guidance, and how careers education and advice can adapt to inform both young people and adults on the new routes, pathways and qualifications available.


Attendees also considered the priorities for proposed personal loan accounts and dashboards, including how these might be linked into the applications, admissions and careers systems.


We are pleased to have been able to include keynote sessions with Tom Lee, Deputy Director, Lifelong Loan Entitlement, Department for Education; Marius Ostrowski, Senior Policy Researcher, ResPublica; Kim Eccleston, Head of Strategy and Reform & Delivery Lead for LLE, UCAS; and David Morgan, Chief Executive, Career Development Institute.


Overall, sessions in the agenda included:


  • policy and regulation: developments and priorities for the Lifelong Loan Entitlement
  • implementation issues: regulatory reform and burden - credit definition and transfer schemes - sharing and monitoring student data and outcomes - new regulatory categories and requirements
  • guidance and application routes: reform and provision of CIAG for students - options for loan dashboards and accounts - increasing awareness of opportunities and pathways
  • modular courses: training and upskilling opportunities - course design and delivery - cost to providers - assessing prior knowledge, quality, outcomes and metrics - meeting employer needs

The conference was an opportunity for stakeholders to consider the issues alongside key policy officials who attended from Defra; Department for the Economy, NI; DfE; DESNZ; DLUHC; The Scottish Government; and the Welsh Government.
