This conference focuses on priorities for the forthcoming 10-Year Health Plan, with the Government considering its response to public consultation on the future of the NHS.


Taking place ahead of the second phase of the Treasury’s June Spending Review and as the NHS commences its programme of elective care reform, the conference will be a timely opportunity for policymakers and key stakeholders to discuss the proposed transition of the NHS into a community-based, technologically adept, and preventively-focused health system that serves diverse patient needs.


Delegates will discuss proposals for strengthening community and primary care services, and the integration of local health services, including the practicalities for implementation. Areas for discussion include the local health infrastructure needed to facilitate changes in care delivery, what will be needed to enable the workforce to deliver preventative care and care in the community, strategies for funding and commissioning preventative health strategies going forward, and options for improving patient accessibility to healthcare in the community.


The agenda includes a focus on digital transformation in the NHS. It comes with new digital healthcare targets announced in January 2025, including plans for enabling 70% of elective care appointments to be managed through the NHS App by March 2026. Delegates will assess the proposed simplification of patient medical records using the App, priorities for innovation and for updating and standardising NHS technology systems to support adoption of new clinical approaches and increased productivity.


Further sessions look at the proposed transition to a preventive model for health policy. Delegates will consider the way forward for implementation, including how community-based care and technological innovation can be harnessed to predict and prevent illness, along with strategies for utilising data, screenings, diagnostics and population health methods to identify at-risk groups and support earlier diagnosis. It will also be an opportunity to discuss the future for primary care and its workforce in delivering preventative healthcare, looking at funding models, and the role of local health systems in helping tackle inequalities.


The agenda will bring out latest thinking on alignment of the 10-Year Health Plan with other policy developments and commitments, including the development of a separate 10 year plan for social care, the launch of an independent commission for social care, a refresh to the NHS workforce plan, elective recovery reform, and future public health interventions.
