Next steps for gambling reform and regulation in the UK

This conference focused on the future of regulation in the UK’s gambling industry.


It was an opportunity to discuss the upcoming Gambling Act Review and Gambling White Paper, as well as the DCMS Select Committee’s ongoing inquiry into gambling regulation.


Delegates assessed the impact of gambling-related harms, policy proposals and their implications for stakeholders, and the effectiveness of regulatory measures designed to tackle problems in online gambling.


Stakeholders and policymakers also examined:


  • latest trends in consumer behaviour and industry practice, how regulation can keep up with innovation, and the ways in which businesses can adapt to changes
  • gambling policy in the context of wider priorities for protecting young people online, including the responsibilities and accountability of organisations and influencers in relation to advertising
  • priorities for safely maximising economic benefits from the gambling sector

Further sessions looked at priorities for tackling and treating addiction, including the role of new NHS facilities, and the health and third sectors, as well as utilising the latest developments in technology and data to implement effective responses to gambling-related harms.

  • gambling-related harm: the scope and range of harms associated with gambling - early identification of problematic gambling - treating addiction - new NHS facilities - support for the third sector
  • consumer behaviour: latest trends - impact of current safety measures - understanding further control mechanisms - potential for financial risk checks - issues around implementation
  • online regulation: impact on UK industry - adapting business models - options for a designated regulator - creating a safer advertising ecosystem
  • modernisation: keeping up with innovation - using consumer data for research and security - building safety into design

The conference was an opportunity for stakeholders to consider the issues alongside key policy officials who attended from Department for Communities, NI; DCMS; DHSC; GLD; HMPPS; HMRC; House of Commons Library; Ofcom and the Welsh Government.
